In the one with UseEffect=true, you can see my FPS has dropped to under 40. Here's a pair of screenshots using a the standard files contained in your version 0.139 download, all effects disabled, and with #define ENB_FLIPTECHNIQUE in enbeffect.fx uncommented. I'll lose up to 20 fps (or more) if I'm facing certain directions. So I can always disable this effect or that mod to get more fps if I want it. On Skyrim I'm pushing the limits with mods. I haven't tested fps in new games (I dunno the last time I even got past the intro on a new release), so I don't know how well they run. ENB is well optimized for Nvidia and basically not optimized at all for AMD cards (Boris hates AMD for no reason). Also ENB is somewhat optimized but there are a lot of problems with optimization. It doesn't have to do with the K series, more with limitations with how Skyrim uses memory and how fast its engine can process things. I do think you should get high 30s with a 290x but I'm not sure (the gap between the 270 and the 290 is much bigger than the gap between the 970 and 980). You should get incremental improvements but I don't think they'd be as high as many people expect.
